How the heck do I play mod maps in sandbox mode?

Like a lot of the maps I download aren't in sandbox mode and I don't really know how to modify them to play them in sandbox mode. Is there a simple value somewhere that is basically like sandbox=false? I am seriously confused by this -

The PipeShot fires pipe bombs at whatever you put in front of it. To fire the PipeShot, get an auto clicker of your choice, and set it to click 50 times in half a second and then stop.
